Facebook has finally offered more information on why some (but not all) naked pictures are deleted from the network – in a post where the company admits to having been ‘blunt’ with its policies in the past.
Facebook posted the explanation on its Community Standards page as part of a new, longer explanation of what sorts of posts are banned for bullying, hate speech and criminal activity, after a series of controversies over the removal of breastfeeding pictures and classic artworks.
Facebook said, ‘We remove photographs of people displaying genitals or focusing in on fully exposed buttocks.
‘We also restrict some images of female breasts if they include the nipple, but we always allow photos of women actively engaged in breastfeeding or showing breasts with post-mastectomy scarring.’
‘We also allow photographs of paintings, sculptures, and other art that depicts nude figures.
‘Explicit images of sexual intercourse are prohibited. Descriptions of sexual acts that go into vivid detail may also be removed.
The new Community Standards guidelines also offer more clarity on unacceptable posts regarding terrorist groups, saying, ‘Supporting or praising leaders of [these] organizations, or condoning their violent activities, is not allowed.’

The new Community Standards now offers more detail on other sorts of posts which are banned, such as depictions of graphic violence, bullying or ‘revenge porn’ or users celebrating criminal acts.
Facebook hopes that the new 2,500 word guidelines will explain why some ‘takedown’ requests are refused.
Monika Bicket, Facebook’s global head of content policy, ‘People had questions about what we meant when we said we don’t allow bullying, or exactly what our policy was on terrorism.
‘We now make clear that not only do we not allow terrorist organisations or their members within the Facebook community, but we also don’t permit praise or support for terror groups or their acts or their leaders, which wasn’t something that was detailed before.’

The social network said it took down 21 million pieces of adult nudity in the first three months of the year, according to its first Community Standards Enforcement Report.
The report, released Tuesday, revealed how much content has been removed for violating standards. Its enforcement efforts between October 2017 and March 2018 include six categories: graphic violence; adult nudity and sexual activity; terrorist propaganda; hate speech; spam; and fake accounts.
The company estimated that for every 10,000 pieces of content seen on Facebook overall, between seven and nine of them violated its adult nudity and pornography standards.
Facebook’s internal technology flagged adult nudity or sexual content about 96% of the time before it was reported by users, according to the report.

But most of Facebook’s removal efforts centered on spam and fake accounts promoting it. In the first quarter, Facebook disabled about 583 million fake accounts and removed 837 million pieces of spam, the report said.
Facebook acknowledged it has work to do when it comes to properly removing hate speech. It took down 2.5 million pieces of hate speech during the period, only 38% of which was flagged by its algorithms.
“For hate speech, our technology still doesn’t work that well and so it needs to be checked by our review teams,” Guy Rosen, Facebook’s VP of product management, said in a blog post.
Meanwhile, Facebook removed or added warning labels to about 3.5 million pieces of graphic violence content. In this case, 86% was flagged by its technology.

The company said government requests for account data rose globally by about 4% during the first half of 2018 compared to the first half of 2017. Requests increased from 78,890 to 82,341.
In the United States, government requests were roughly the same compared to the same period last year.
“We always scrutinize each government request we receive for account data — whether from an authority in the US, Europe, or elsewhere — to make sure it is legally valid,” Chris Sonderby, Facebook VP and deputy general counsel, said in a blog post. “If a request appears to be deficient or overly broad, we push back, and will fight in court, if necessary.”

Not all deleted pictures are affected, but a significant percentage.
Technology site Ars Technica reports that a picture of a naked toddler supposedly ‘removed’ in 2008 was still visible as of February 2012.
Site readers reported campaigns of harassment using supposedly ‘deleted’ pictures.
Facebook has been repeatedly informed of the problem, but the company’s line has always been that it is being fixed.
The company admits that there are still problems today, but says that an upcoming system update will fix the problem.
Even so, ‘deleted’ pictures will still be accessible for up to 45 days after deletion.

Here’s some of what you can’t post:

Crime confessions: Don’t fess up to theft or sexual assault. But you can debate or advocate that criminal activities be legalized.
Trying to buy or sell marijuana or other drugs. Don’t even express an interest in buying or selling drugs.
Claims that a victim of a tragedy is acting, pretending, lying or being paid to lie. It’s considered a form of harassment.
Insensitivity. Your posts could get removed from Facebook if you target someone’s vulnerabilities such as disease, disability or premature death.
Dismemberment, visible organs, charred or burning people or victims of cannibalism unless it’s in a medical setting. And if you do show graphic violence that is permitted because it’s a form of political speech or newsworthy, it will come with a warning screen and the content will be limited to adults 18 and over.
